The California E-Bike Incentive Project provides up to $2,000 of point-of-sale incentives to support the purchase of a new electric bicycle (e-bike). The California E-Bike Incentive Project is funded by the California Air Resources Board (CARB). CARB’s mission is to promote and protect public health, welfare, and ecological resources through effective reduction of air pollutants while recognizing and considering effects on the economy.

Who is eligible for an incentive?
E-Bike Incentive vouchers will be granted to California residents who are 18 years or older that meet the defined income requirements.
A portion of the incentives are set aside for priority applicants of a defined income range or that reside in a low-income/disadvantaged community.
One incentive is available per individual.
How do I claim my incentive?
Prospective participants must complete an online application. Applicants will be required to provide residency and income verification documents.
Applications will be accepted on a first come, first served basis.
Applicants must receive approval prior to purchasing an e-bike to receive an incentive.
Which e-bikes are eligible?
New class 1-3 UL and/or EN compliant electric bikes with a motor of less than or equal to 750 watts, operable pedals and battery integrated front lights.
Eligible e-bikes must have a minimum one-year manufacturer warranty and be fully assembled.
E-bikes may only be purchased at approved brick and mortar stores and online retailers.

Who is eligible for an e-bike incentive?
This process, which includes residency verification, income verification and education/safety training requirements, may take up to 60 days depending on the speed at which steps are completed by applicants and program processing times.
What is the maximum qualifying gross household income for eligibility?

For households with more than 8 persons, add $12,105 for each additional person (225%) or $16,140 for each additional person (300%).
*Household size includes yourself plus any spouse, registered domestic partner, dependents and/or guardians you may have.
**Those with a gross annual household income of 225 percent or less of FPL or who live in a disadvantaged community as defined by CalEnviroScreen 4.0 or a low-income community as defined by AB 1550.
***Income criteria is updated to the next calendar year FPL at IRS filing deadline annually.

How much are the incentive vouchers worth?

What can be purchased with an incentive voucher?
- Eligible e-bike, and*
- Accessories: Helmet, Bike Lock, Racks and Baskets, Fenders, Mirrors Reflective Clothing, Lights (if not equipped)
- Assembly and delivery fees
- Any sales tax associated with eligible purchases
*These additional eligible items will only be covered by the incentive voucher funds when purchased at the same time as an eligible e-bike from an approved retailer. Limited to one item per accessory type.
